In 2019, the Sars Novel Coronavirus (2019-nCoV) appeared. This virus is known to have first appeared in an animal and seafood market in Wuhan City. It was later reported that many patients were suffering from this virus and it turned out to be related to the animal and seafood market, in connection with which WHO declared a World Health Emergency over the growing transmission of COVID-19. Countries around the world have responded to this. The issues discussed in the research are WHO's position based on international law, the application of rules by WHO through the IHR in dealing with COVID-19 in Indonesia and WHO's role in helping Indonesia to be more precise. speed up the vaccination process. The type of research used in writing this thesis is normative. The correlational research method in this study is research by comparing and linking WHO regulations with the application of COVID-19 regulations in Indonesia. Then the author combines it with a qualitative method, because the data produced is in the form of online publications/reports relating to COVID-19. From all the explanations for the research, it can be concluded that in its position, WHO is an international organization under the ECOSOC Council by the United Nations which is tasked with dealing with world health problems. Then WHO played an important role in handling the COVID-19 outbreak which started with the announcement of the Health Emergency Status; obliges countries that are part of WHO membership to follow Health Protocols which generally take the form of keeping a distance for each individual, wearing a mask, frequently performing hand hygiene, and self- quarantine; and is responsible for worldwide COVID-19 vaccination efforts.
