ADMINISTRATION OF HEALTH POLICIES MASTER'S PROGRAM (S2) IN COMMUNITY HEALTH SCIENCE FACULTY OF COMMUNITY HEALTH UNIVERSITAS SRIWIJAYA Scientific Paper in the form of a Thesis, May 22, 2023 Eviheriyanto; Supervised by Misnaniarti and Rostika Flora Analysis of Planning and Budgeting for Supplementary Feeding Programs for Toddlers in the Pangkalpinang City Health Department xviii + 105 pages, 20 figures, 16 tables, 7 appendices ABSTRACT Malnutrition is one of the contributing factors to infant mortality. This condition is directly caused by insufficient nutrient intake. To address the deficiency in nutrient intake, activities need to be carried out to help meet the nutritional needs of malnourished toddlers through the Supplementary Feeding Program (SFP). The implementation of the supplementary feeding program requires planning and budgeting involving all sectors to ensure synchronization. Objective: To analyze the planning and budgeting process of the Supplementary Feeding Program for toddlers at the Pangkalpinang City Health Department in 2022. Research Method: This study used a qualitative descriptive research method. The research was conducted in the Pangkalpinang City Health Department from January to March 2023. The results of this study indicate that the planning and budgeting for the SFP for toddlers in Pangkalpinang City does not involve cross-program and cross-sector collaboration. There are three types of SFP for toddlers: Educational SFP, Recovery SFP, and Malnutrition SFP. The funding sources for the SFP come from two sources: local government budget (APBD) and national government budget (APBN). Government support for the planning and budgeting of the program is still insufficient, as evidenced by budget inconsistencies and the use of outdated target data, resulting in discrepancies in the number of beneficiaries during distribution. Conclusion: The planning and budgeting of the SFP for toddlers in Pangkalpinang City have not fully received support from all parties. It is recommended that relevant stakeholders establish communication and coordination and emphasize the importance of the SFP for toddlers as a priority program in the region.
