KAJIAN PENERBITAN OBLIGASI DAERAH PROVINSI SUMATERA SELATAN UNTUK PEMBANGUNAN DAN KONTRIBUSINYA TERHADAP PEMBIAYAAN DAERAH
Local governments in Indonesia still lack the ability to innovate and does not have the courage to manage risk. As a result, to encourage the issuance of good regional bonds, the central government must assist all local governments in their efforts to innovate in regional development. The purpose of this study was to assess the government of South Sumatra Province's ability to issue regional bonds in order to fund regional development. Analysis techniques using secondary data for 2011 - 2020 were intended to calculate the cumulative limit of regional loans, regional financial capacity index using the Debt Service Coverage Ratio (DSCR), independence, effectiveness, routine spending, capital expenditure and analyzing the strategies needed in issuing regional bonds using the Strength Weakness Opportunity Threat (SWOT) method. The results of the study showed that the average calculation of regional financial capacity indicators is still relatively low and requires external assistance. This was shown from the 5 indicators analyzed that support the issuance of regional bonds as a source of financing for regional development in the Province of South Sumatra. Therefore, regional bonds are expected to have potential and become an effective solution as an alternative source of financing for regional development.
