The dense population can cause the emergence of waste problems in the city of Palembang. The location of the Temporary Disposal Sites (TPS) are not proper, the capacity of the TPS is inadequate, the lack of a fleet of garbage trucks causes a lot of pile up in the TPS. Optimization efforts need to be made to help facilitate the selection of waste TPS location. This study uses the Set Covering Location Problem and p-Center Location Problem models which are solved using the LINGO 13.0 application and implementation of the Steepest Ascent Hill Climbing method to determine the optimal TPS location for waste. Gandus sub-district has 11 TPS for waste and Kertapati sub-district has 14 TPS for waste spread over 5 villages in each sub-district. Gandus Sub-district consists of 11 TPS spread over 5 Villages and Kertapati Sub-district has 14 TPS, each of which is spread over 5 Villages. There were obtained 10 optimal TPS in Gandus Sub-district and 8 optimal TPS in Kertapati Sub-district based on the SCLP model and based on the solution from the p-Center Location Problem, there was 5 optimal TPS that can meet the demands of each Villages in Gandus sub-district and Kertapati sub-district, and placed in the nearest facility location to meet all requests. Steepest Ascent Hill Climbing method showed 10 optimal TPS locations in Gandus Sub-district with a total distance of 12,850 m and 8 optimal TPS locations in Kertapati Sub-district with a total distance of 6,080 m. The solution suggested in this study is the solution of Steepest Ascent Hill Climbing method, where it can meet the demand in Gandus Sub-district and Kertapati Sub-district.
