The study of determines the optimal location of hospitals with Emergency Room (ER) facilities to be visited by people in Palembang City using the Technique For Order Preference By Similarity To Ideal Solution (TOPSIS) and Preference Selection Index (PSI) methods on the Fuzzy Set Covering Problem (SCP). The use of TOPSIS and PSI methods on Fuzzy SCP is used to resolve the problem of ranking based on several criteria. Analysis of the results are obtained from the calculation using the TOPSIS and PSI methods. The criteria used are the distance traveled and travel time from the sub-district to the ER, the number of general practitioners, the number of special doctors and the number of obstetricians in hospitals with ER facilities as well as the cost of public transportation from the sub- district to the ER. In this study, it was produced that by using the TOPSIS method, there are 6 sequences of recommendations for the most optimal hospital location with ER facilities to be visited by the community of each sub-district of Palembang City and the hospital is RSU DR AK Gani – RSK Paru-Paru -RSIA Trinanda – RSIA Mama – RSIA Rika Amelia, while using the PSI method there are 11 sequences of recommendations for the most optimal hospital location with ER facilities to be visited by the community of each sub-district in Palembang City and the hospital is RSU DR AK Gani – RSIA Mama – RSK Paru-Paru - RSIA Rika Amelia - RSIA Trinanda. Researchers recommend using the PSI method because the optimum solution and has a greater preference value. Keywords : Fuzzy SCP, TOPSIS and PSI Methods, Emergency Room, Optimal Location.
