EVALUASI PELAKSANAAN PROGRAM JAMINAN KESEHATAN NASIONAL (JKN) DALAM UPAYA MENUJU UNIVERSAL HEALTH COVERAGE (UHC) DI KABUPATEN EMPAT LAWANG
ABSTRACT Background: As an indication of the government's commitment in implementing the JKN Program, the President issued Presidential Instruction Number 8 of 2017 and Presidential Instruction Number 1 of 2022 regarding Optimizing the Implementation of the JKN Program. Based on data for 2021, Empat Lawang Regency is the district with the lowest participation achievement in South Sumatra Province. Objective: This study aims to evaluate the implementation of the JKN program in an effort towards UHC in Empat Lawang District. Method: This study used qualitative design. Informants selection using a purposive technique. In-depth interviews with seven informants, document reviews, and observation were used to collect the data. Using a technique and source triangulation, validate your data. The content analysis method is then used to analyze it. Result: The result showed that in terms of input, the availability of human resources did not meet the standard of publich health center manpower according to the Minister of Health Regulation number 75 of 2014 and the target ratio population, there were no written policies such as Regency Policy regarding Optimization of the Implementation of the JKN Program, there was no information system available for proposing membership by Contribution Assistance Recipients of Regional Revenue and Expenditure Budget (PBI APBD). In terms of process, Budget restrictions and a number of other challenges were encountered, and the local government lacked information on those without health insurance. In terms of output, the achievement of JKN Participation in Empat Lawang Regency as of July 2022 was 64.34% which tends to increase from 2021 but has not yet reached the national target. Conclusion: The Regional Government of Empat Lawang Regency has carried out several Instructions instructed in the Second Presidential Instruction. There are several instructions that have not been implemented, such as Non-State Civil Apparatus Membership, JKN Participation is a requirement in the completeness of licensing processing documents; and the imposition of administrative sanctions for Employers other than State Administrators.
