The implementation of Electronic Based Government System (hereinafter referred to as SPBE) in Regional Government is aimed at realizing efficient, effective, transparent and accountable work processes, and improving the quality of public service. In order for the implementation of SPBE to run according to its purpose, so in order to implement it needs to be regulated based on the principles of Good Governance. The implementation of good governance is the main prerequisite for realizing the aspirations of society in achieving the goals and ideals of the nation and state. The focus of the problem in this study is How to Regulate Good Governance Principles in Regional Government that Apply SPBE according to Presidential Regulation No. 95 of 2018 on SPBE and How to Concept the Rules of Good Governance In Regional Government Who Apply SPBE. Researchers use the Normative Legal Research Method with the Approach of Law, Historical Approach and Futuristic Approach, and from the results of the regulatory regulations of Good Governance principles In Regional Government that Apply SPBE has in principle been governed by Presidential Regulation No. 95 Year 2018 on the System of Electronic Based Governance is contained and relevant in article 2 paragraph (1) to paragraph (8), but still found in some regional governments that still do not implement SPBE, then in the future to be able to create a higher legal basis than Presidential Regulation No. 95 Year 2018 on SPBE by creating laws on SPBE and establishing its implementation regulations namely Government Regulation (PP) that regulate the duties and central authority and regions regarding the continuation of the technique of the SPBE implementation.
