POLA KEBIJAKAN PERTAMBANGAN DALAM PENYUSUNAN PROGRAM PENGEMBANGAN DAN PEMBERDAYAAN MASYARAKAT (PPM) PROVINSI SUMATERA SELATAN BERDASARKAN MULTIDIMENSIONAL SCALING
The mining industry is obliged to contribute in improving the living standards of the community, especially the local communities living around the area of operation - as well as to help in the making of environmentally sustainable development, one of which is by conducting the obligations of the Community Development and Empowerment Program (PPM). This program is planned by mining companies which is formulated in the Master Plan of the Community Development and Empowerment Program (RI PPM) document, based on its Blue Print document. This 'Blue Print' is a document prepared by the Governor to integrate the strategic planning of regional government development in an integrated manner, that is formulated into policy directions which will be used as a reference for the Mining Companies in mining business area in compiling the aforementioned Master Plan document. This research is a descriptive analytical research. The data used is from each of the regencies in South Sumatra (ranging from 2019 to 2021) in the form of the data that are related to mining, economic, social aspects; as well as from the Central Statistics Agency (BPS) of South Sumatra, the Energy and Mineral Resources Office of South Sumatra, and the Land and Environment Office of South Sumatra. The data that are related to the technical aspects of mining are the number of IUP's, the Realization of the Reclamation Plan (RR), the number of reports on the RR, the Realization of the Post-mining Plan (RPT), the number of reports on the RPT, the number of reports on the PPM, and the total realization of the PPM. Meanwhile, the data that are related to the economic aspects are the data on Per capita income, GRDP, GRDP in the mining sector, Human Development Index (IPM), and the percentage of the poor residents. The data that are related to the social aspects are regarding education, health, crime, housing and religion. Finally, the data that are related to environmental aspects are the data of the quality of water and air. The data processing begins with recapitulation based on the appropriate data categories. The next step is to weight the research variables by finding the range of values for each of them. After that, the data will be used as input to the Multidimensional Scaling Analysis (MDS) by using SPSS version 25 software. The results of the data processing (in the form of a perceptual map) can then be examined to identify the similarities between regencies/cities based on the appropriate category. Areas with close similarity can be grouped for the appropriate MSP program. Therefore, there will be several PPM programs which focus on the actual conditions. Given the fact; this research is conducted to serve as one of the recommendations for the Provincial Government in preparing the appropriate PPM program in each area, which will be stated in the PPM Blue Print document. The results show that from 17 regencies/cities in South Sumatera, there are 3 (three) regional groups that have similar characteristics - apart from Palembang, PALI Regency, Lahat, Musi Rawas Utara, OKU, Banyuasin and Musi Rawas - which have their own characteristics and do not belong in a certain group. The first group consists of Prabumulih, Ogan Ilir, Empat Lawang, Ogan Komering Ulu Selatan (OKUS), Lubuk Linggau and Pagaralam. The second group consists of Ogan Komering Ilir (OKI) and Ogan Komering Ulu Timur (OKUT). Finally, the third group consists of Muara Enim and Musi Banyuasin. Thus, 10 (ten) policy patterns are then produced so as to support the PPM program, which will be planned based on the priority needs of each area, as outlined in the appropriate PPM programs
