The development of a digital material book on the application of Pancasila values for grade 3 students at SD Negeri 18 Tanjung Raja aims to find out the procedure for making products, product quality and practicality of learning media products being developed. This study uses research and development methods with the ADDIE model (Analysis, Design, Development, Implementation and Evaluation). This study conducted media and material validation, limited trials of grade 3 students and teachers' responses to the media. In the media expert validation, it obtained a proportion value of 83% in the "Very Valid" category, while for the material expert validation, it obtained a proportion value of 93% in the "Very Valid" category. In the first phase trial, the results showed that the material in the learning media was easy to understand and attracted students' attention, while the second phase trial obtained 93% results in the "Very Valid" category. Furthermore, for the teacher's response to the material and digital book-based learning media in the material for applying Pancasila values, grade 3 students at SD Negeri 18 Tanjung Raja obtained a proportion of 92% in the "Very Valid" category. Thus, digital book-based learning media products for the application of Pancasila values for grade 3 SD Negeri 18 Tanjung Raja students are appropriate for teachers and students to use in teaching and learning activities in class.
