PERAN ASEAN DALAM IMPLEMENTASI ASEAN SINGLE SHIPPING MARKET (ASSM)
ASEAN is a region connected by sea lanes, which makes ASEAN dependent on the maritime sector. ASEAN, as a region that fosters economic cooperation, recognizes the importance of economic integration in the region. The transportation sector, in particular, plays a significant role in economic integration. ASEAN trade is dominated by the maritime sector, so maritime connectivity from the transportation sector is required to achieve economic integration. The ASEAN Single Shipping Market (ASSM) is one of ASEAN's efforts to support regional integration by making ASEAN a single market and production base in order to strengthen intra-regional trade. This research is analyzed using Clive Archer's Theory of International Organizations to examine the role of international organizations through three indicators: Instruments, Arena, and Actors. The qualitative research method was used to describe the factors that support ASEAN's role in ASSM implementation. The secondary data used in this study came from books, reports, official websites, journals, and news. According to the findings of this study, the factors that support ASEAN's role as an International Organization in the Implementation of ASSM are that ASEAN develops policies or instruments based on the needs and interests of its members, ASEAN provides a forum or means for its members to discuss and develop policies, and ASEAN acts as an implementer of policies or actors that carry out policies agreed upon by its members.
