IMPLEMENTASI KEBIJAKAN REFORMASI BIROKRASI DALAM PENGUATAN SUMBER DAYA MANUSIA DI INSPEKTORAT DAERAH PROVINSI SUMATERA SELATAN
This study aims to determine the process, identify, and analyze aspects that are obstacles to the implementation of bureaucratic reform policies in strengthening human resources at the Regional Inspectorate of South Sumatra Province based on the determining factors for success in implementing decentralized policies identified by G. Shabbir Cheema and Dennis A. Rondinelli. This research was conducted using a qualitative descriptive method to help interpret the phenomena that occurred. Sources of data in the study consisted of primary and secondary data sources with interview collection techniques, observation, and documentation activities. The theory used is the theory of policy implementation according to G. Shabbir Cheema and Dennis A. Rondinelli, which consists of environmental conditions, inter-organizational relations, organizational resources, and the characteristics and capabilities of implementing agencies. The results of the research generally show that the implementation of bureaucratic reform policy in strengthening human resources at the Regional Inspectorate of South Sumatra Province is going well, but if you look at the impact and performance resulting from bureaucratic reform, it is still slow and not optimal. This is due to the lack of overall support for the critical success factors in policy implementation, both from environmental conditions, inter-organizational relations, organizational resources, and the characteristics and capabilities of implementing agencies. Suggestions from this study are the need to increase commitment to work culture, communication, and create a sense of ongoing involvement, as well as the fulfillment of resources that are still lacking to support effectiveness and facilitate the implementation of bureaucratic reform policies in strengthening human resources at the Regional Inspectorate of South Sumatra Province to create state civil servants who are capable, professional, and free from corruption, collusion, and nepotism (KKN).
