This study aims to determine the Expenditure on Education, Health and Infrastructure on the Human Development Index of Muara Enim Regency and its Expansion Area. The data in this study are secondary data obtained from the Directorate General of Taxes and Finance (DJPK), the Central Statistics Agency (BPS) in Muara Enim, PALI, Prabumulih and the Ministry of Finance of the Republic of Indonesia. The analysis technique used was panel data regression, the model used was the Random Effect Model (REM). The results showed that Education Expenditure had an insignificant negative effect on the Human Development Index in Muara Enim, PALI and Prabumulih. The insignificant effect is explained that Education Expenditure has not played a direct role on HDI, Health Expenditure has a positive and significant effect on the Human Development Index. Overall, the HDI value is determined by Health Expenditure, meaning that every increase in Health Expenditure will increase life expectancy which determines the increase in the Human Development Index in Muara Enim and its expansion areas and Infrastructure Expenditure has a significant positive effect on the Human Development Index in Muara Enim, PALI and Prabumulih. Significant results explained that Infrastructure Expenditure has a fairly high role in increasing the Human Development Index.
