This study aims to develop learning media Development of Pictorial Story-Based Learning Media in Theme 6 Sub-theme 1 My Goals in Class IV SD Negeri 68 Palembang and to know the development procedures, validity, and practicality of using learning media products. The research used is development research with a 3D model consisting of (Decide, Design, and Develop). The validation results obtained from material experts were 76.00% in the valid category, from design experts it was 93.00% in the valid category and from classroom teacher practitioners it was 96.50% in the valid category. Based on the results of the validation of learning media from the three validators, the results are in the valid category. The practicality of using the product was obtained from the results of trials on 15 grade IV students at SD Negeri 68 Palembang which was carried out in two stages. Trial I scored 95.00% in the very practical category, trial II scored 97.16% in the very practical category. The percentage obtained at the trial stage gets an average value of 96.08% which can be categorized as very practical. From these results, it can be said that Illustrated Story-Based Learning Media on Theme 6 Sub-theme 1 My Goals in Class IV SD Negeri 68 Palembang is appropriate to be used as a learning medium to convey learning material at school.
