This research is entitled “Implementation of the conferences activities program (conferences) at the Region II Higher Education service institution environment” The research method used in the study of employee work system policy implementation of conferences activities program (conferences) at the Region II Higher Education Service Institutions environment using qualitative methods. The data source itself is obtained through primary data and secondary data, for data collection techniques obtained through observation, direct interviews, and documentation. The research refers to the policy implementation theory of George C. Edward III model to measure the success of policy implementation seen from four aspects of communication, resources, dispositions and bureaucratic structure. Research is based on the communication aspect that provides the information sharing media about programs by meeting aspects of information clarity, but the information is not consistent. The resource aspect is that human resources are not sufficient to implement, and that there are facilities, budgets, information and authority to implement the program. The aspect of dispositions in which a tasks carried out is clear but without activity incentives. The aspect of the bureaucratic structure has not been established standard operating procedure so that the coordination of the administration is carried out by mouth to mouth, meeting or whatsapp, with a sub aspect of responsibility deployment carried out between the relevant parties in the conferences arragements in the Higher Education Service Institution Region II.
