The background of the research in this thesis is the implementation of the Online Single Submission (OSS) at the Office of Investment and One Stop Service, Ogan Ilir Regency. Based on Government Regulation Number 24 of 2018 concerning Integrated Electronic Business Licensing Services. Implementation of the Online Single Submission System (OSS) Aims to accelerate and facilitate registration or processing of business permits. The implementation of the Online Single Submission (OSS) still has limitations on hardware and support such as Wifi network and staff to support smooth operation. This study aims to determine the implementation of the Online Single Submission (OSS) system policy in the investment office and one-stop integrated service in Ogan Ilir district. This study used descriptive qualitative method. Data collection techniques used in this study were observation, interviews and documentation. This study uses the implementation theory of George C Edward III which has four factors, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that the investment office and one-stop integrated service in the Ogan Ilir district have run the online single submission system (OSS) service well, although there are still some obstacles that occur in its implementation, such as the lack of forms of communication to business actors regarding the Online Single Submission system (OSS) and internet network facilities are still quite weak, so they need to be improved. The impact of the implementation of the Online Single Submission system (OSS) policy is that it makes it easier for business actors to apply for business permits, both in terms of time efficiency and the speed of the licensing process.
