This research is motivated by the large number of taxpayers who still lack awareness in paying their obligations in paying vehicle taxes, especially R4 (four-wheeled) vehicle taxpayers who are in the SAMSAT area of Palembang I. This study aims to determine the effectiveness of the program implemented already implemented. This type of research is descriptive qualitative with data collection techniques through observation, interviews and documentation with relevant sources. In analyzing the data, the author uses the theory of 5 indicators of effectiveness from Sutrisno Edi. The results of this study indicate that it is quite effective in terms of implementation but for the results of this program itself it is only around 10% and is in the very ineffective category, the supporting factors are the response and changes that exist in the taxpayers in the SAMSAT area of Palembang I and Also the inhibiting factor in this program is that the addresses of taxpayers in large numbers cannot be found so that this program cannot be conveyed optimally to taxpayers. The suggestions recommended by the authors in this study are to make a monitoring team after the program implementation so that they can see the progress of taxpayer compliance, ensure the data of taxpayers before going down to the field to minimize time to be more effective, and invite taxpayers to use E-Dempo as a more efficient place of payment for taxpayers.
