This study examined Indonesian defense cooperation with South Korea in producing Chang Bogo submarines as strategy of Indonesia in meeting the needs and rejuvenation of Indonesian defense equipment or minimum essential force. So that Indonesia is not only a buyer in the cooperation between Indonesia and South Korea this cooperation add Transfer of Technolog in it with the aim of being the first step for Indonesia in developing defense equipment technology, especially in maritime field, namely submarine. As a country that adheres to a defensive difense policy, the Indonesian state is required to have a defense system strategy in accordance with its gheographical conditions. In the development of the national defense industry which has just started in the midst of the condition of the Alutsista, most of which are old, therefore cooperation with a country whose defense industry has advanced is the right choice, as did Indonesia and South Korea in the development of Alutsista submarine. The result of this study showed that the policy in carrying out cooperation between Indonesia and South Korea is a form of effort to strengthen the vision for the procurement of submarine defense equipment by 2024. The difference in the form of previous similar cooperation, which was only limited to the purchase of defense equipment, the agreement which was officially signed in 2011 involved the transfer of technology with the aim of ensuring the sustainability of Indonesia’s maritime independence. However, the finding of this study showed that Indonesia face serious challenge, especially with regards to human resources and budget allocation.
