The problem of slum settlements is one of the problems that is growing rapidly along with the development of globalization and high population growth rates with the main indication of poverty. Poverty which has become a global problem makes countries work together to solve this problem through the Sustainable Development Goals program to create a world without poverty through its 17 agenda goals. Therefore, this study focuses on analyzing how the strategy and commitment to solving slum settlement problems are based on the targets and objectives in the SDGs, namely the main focus is on the 11th point, namely "Sustainable Cities and Settlements". This study uses the concept theory of International Regime Implementation as an analytical knife in this study by looking at how Indonesia implements the SDGs International Regime into the overall state structure to the lowest level at the regional level as a whole with 5 phases of implementation in order to realize the global ideals of a world without poverty, with the main target of creating “No One Life Behind”. It will also explain in detail the overall indications of the success of an international regime mechanism being implemented in Indonesia. The result of this research is that Indonesia implements the SDGs International Regime in order to realize each goal in it with a thorough integration from the refit phase to finally produce a change in attitude for the related groups based on the legal products and programs issued. The phases that are passed through become an important part in the issuance of problem solving programs, especially in the 4th phase of the impact and response of the relevant groups as the most important phase, namely the implementation of program products in the regions, especially related to the problem of slum settlements in order to achieve sustainable cities and settlements. The Yogyakarta City Government has carried out the entire regime implementation mechanism carefully and thoroughly. The results of this study are expected to be a guide for action for the community and also input for the government regarding the effectiveness of programs implemented in the realm of realizing the ideals of the state.
