The purpose of the study was to find out how the process of interpreting the South Sumatra Hijrah Youth towards Ustadz Abdul Somad's ban on dating lectures on Youtube Media so that they were in a negotiating position. The theory used in this research is Stuart Hall's Encoding-Decoding theory which has three dimensions, namely Knowledge Framework, Production Relations and Technical Infrastructure. The method in this study is a qualitative method using qualitative descriptive data. The technique of collecting data is by conducting in-depth interviews, observation and documentation. The results in this study were able to find out how the process of interpreting the South Sumatra Hijrah Youth against Ustadz Abdul Somad's Prohibition of Dating Lectures on Youtube Media so that they were in a negotiating position.
