IMPLEMENTASI UNDANG-UNDANG NOMOR 14 TAHUN 2009 DALAM MENANGGULANGI PERMASALAHAN TENAGA PEKERJA MIGRAN WANITA YANG MENJADI KORBAN HUMAN TRAFFICKING DI INDONESIA
One of the Transnational Crimes that is increasingly prevalent in various countries is Human Trafficking, where this incident continues to take its toll due to the wide network of actors involved in human trafficking, especially to female migrant workers. Therefore, Indonesia ratified the Palermo Protocol into Law no. 14 of 2009. This study aims to determine the implementation of Law No. 14 of 2009 is effective in tackling the problems of female migrant workers who are victims of human trafficking in Indonesia in 2015-2020. There are three concepts and two theories used in this research, namely; (a) Human Security (b) Transnational Crime (c) human trafficking (d) International Regimes and (e) Effectiveness of Public Policy. The data presented in this study is secondary data through literature study. The author explains using qualitative analysis techniques. The results of this study indicate that the Implementation of Law Number 14 on 2009 in Indonesia is not effective due to the many obstacles, implementation and problems from the Government of Indonesia, there has been no significant progress regarding to the implementation of the Palermo Protocol for Indonesia.
