South Sumatra Province is one of the largest palm oil producing regions in Indonesia. In response to the Merdeka Exports program initiated by the Central Government, this program is expected to be able to restore the Indonesian economy due to the Covid-19 pandemic through the acceleration of exports of plantation and agricultural commodities, including efforts to increase exports of palm oil (CPO). The Regional Government of South Sumatra Province in thiscase is the Department of Trade, especially the Foreign Trade division, which is chaired by Mr.Ir.Achmad Mirza.MM as the local government authorized to regulate export-import issues and participates in the implementation of the program. As for answering research problems as well as to see the competitiveness efforts carried out by the South Sumatra Provincial government inincreasing CPO exports in its region, the researcher uses the Diamond Model Theory initiated by Michael Porter and uses an explorative-qualitative approach in describing and describing the four determinants of the theory. diamond model initiated by Michael Porter. The results found by the researchers in answering the problems in this study were the researchers found that therewas one determinant of the Porter diamond model, namely the determinants of Company Strategy, Structure, and Competition that did not meet the ideal requirements. With the existenceof one of the four determinants that are not ideal, it can be concluded that the South Sumatra Provincial Trade Office has not succeeded in implementing the Independent Export Program.
