The Press Council is an institution that is given special authority according to Law Number 40 of 1999 concerning the Press to handle press cases. In the settlement of press cases reported to the Press Council using a mediation mechanism. The problems discussed in this thesis are: 1. how the efforts of the press council as a mediator in resolving press crimes cases, 2. what factors influence the efforts of the press council as a mediating institution, 3. what is the ideal legal arrangement of the press council as a mediating institution. The research method used in this research is legal research using a legal approach, a case approach, a historical approach and a futuristic approach. Based on the results of research conducted by the author, the results obtained from the answers to the problems are (1). the press council as a mediator in resolving press crime cases has not been effective because the press council does not yet have a mediation procedural law and mediation becomes slow if one of the parties is not present in the mediation process. (2). The factors that influence the efforts of the press council as a mediating institution are divided into internal factors and external factors. Internal factors include limited operational funds for the press council, company capitalization and press politicization, the position of the press council before the law, journalist competency tests and verification of press companies. While external factors are the government's response to press freedom, there is no agreement on the application of press law between law enforcers and the press, the public is half-hearted in using the mechanism for resolving the Press Law and the low welfare of journalists. (3). the ideal arrangement of the press council as an institution that carries out the mediation function is to revise the Press Law by adding special media mediation procedures for the press, incorporating the term citizen journalism into the journalist profession, defamation cases involving the press have been resolved through civil lawsuits to courts, adequate protection more stringent on the journalistic profession and prioritized so that the resolution of press reporting disputes is mediated first by the press council.
