The health crisis has resulted in an economic crisis. Economic and industrial activities were hampered and had a negative impact on export and import activities. At the same time, almost all countries implemented travel restriction policies so that export and import activities became increasingly difficult to carry out. As a result, the volume and value of world trade has decreased quite sharply. Indonesia itself in the 2020 period has decreased by 28.6 billion from the previous year, therefore this research aims to identify and explain the Indonesian government's strategy in increasing exports, especially in halal industrial products. This study uses literature studies, focusing on the theory of competitive advantage by describing government strategy which includes strategic advantage, tactical advantage, and operational advantage. Researchers collected data from the National Sharia Economic and Finance Committee which operates under three related ministries. The state creates a product that enters the international market, competes with products from other countries, then wins the competition. This shows the government is taking good steps to increase exports, this research presents the Indonesian government's strategy through KNEKS by optimizing digital services in terms of financing, marketing and production capacity through providing halal market places, establishing start-up incubators and integrated information systems for traceability halal products, Strengthening HR literacy, Research and Development. Strengthening public awareness regarding the concept of Islamic economics towards providing quality and highly competent human resources to be able to compete and innovate through research and development. Apart from that, it is also to facilitate the industry in increasing its product innovation, in this case so that the products are more varied and can be liked by the target market in other countries.
