This study aims to analyze the efforts of the United Nations Office on Drugs and Crime (UNODC) in dealing with narcotics in Indonesia through the Country Programme 2017-2020. This study uses a descriptive type of research and uses secondary data obtained online. The data analysis method uses the theory of institutional liberalism and the concept of the function of international organizations. The results of the study show that UNODC's efforts to assist in dealing with narcotics through Country Programme 2017-2020 in 6 (six) functions, namely: (1) Informational function, providing quality data and information to increase knowledge of Indonesia and other countries in reducing the use and dependence of narcotics ; (2) The function of the Forum, to encourage and support the Indonesian government to develop policies by implementing a forum for joint discussions on the handling of narcotics in Indonesia; (3) Normative function, making standard regulatory norms regarding the prevention of drug use which are adapted according to international standards as an effort to deal with narcotics in Indonesia; (4) The Rule Creation and the Rule Supervision function, cannot run due to incompatibility with the tasks of UNODC; (5) Operational function, providing resource support and technical assistance such as capacity building for government institutions, officials and practitioners, institutions, civil society, judicial law enforcement, and providing evidence-based support. The author concludes that the efforts made by UNODC have been good because narcotics abuse 2017-2020 in Indonesia has increased and decreased but not significantly. The efforts made by UNODC will be even better if Indonesia participates in contributing and making good use of it to deal with narcotics in Indonesia.
