This research is motivated by the lack of people who use a PEMPEK ADAAN service at the Palembang City Investment and One Stop Integrated Service Office. The lack of people using this service is because people do not regularly follow through with information published by the Palembang City DPM-PTSP so that there are minimal file retrieval services that implement these services. The purpose of this study was to determine the implementation of the Kito Ado Licensing Policy Implementation for Delivery Service (PEMPEK ADAAN) at the Palembang City Investment and One Stop Integrated Service Office. The choice of theory that the researcher uses belongs to expert George Edward III, where the success of policy implementation is strongly influenced by four variables, namely communication, disposition, resources and bureaucratic structure. The type of research used is descriptive qualitative, in the process this researcher collects data including structured interviews, passive observation and documentation. This study resulted in an Implementation of the Policy for Licensing Kito Ado Licensing Delivery (PEMPEK ADAAN) at the Office of Investment and One Stop Integrated Services of the City of Palembang seen from the aspects of communication, resources, disposition, and the bureaucratic structure has been running well from various dimensions of variables from George Edward III's theory, although there are still weaknesses that lie in the aspect of resources in the information section, namely the lack of people who know about this PEMPEK ADAAN service. The results of this study suggest that DPM-PTSP Palembang City should expand information about PEMPEK ADAAN services such as through Facebook, Instagram and so on. So that makes the community high sense of wanting and implementing these services. People should use this service to minimize the current COVID-19 pandemic. It is necessary to carry out regular socialization through the website and social media and it is also advisable for the DPM-PTSP to be more creative than before so that this service can be implemented by the community.
