Human rights are basic rights that must be respected by all people without exception. These human rights are inherent in everyone without any differences in terms of race, skin color, language, culture, socio-politics, and so on. But the facts show that women are currently shackled to a patriarchal culture as happened in Pakistan. Violence against women in Pakistan that often occurs is Honor Killing. Namely murder for the honor of the family where the perpetrator comes from a member of the woman's own family. In addition, there are cases of human rights violations against other Pakistani women. Seeing the many cases of violations of women's rights in Pakistan, Human Rights Watch intervened to help address the violations of women's rights in Pakistan. This study describes the role of Human Rights Watch in dealing with violations of women's rights in Pakistan in 2017-2021. Using the framework of the concept of Non-Governmental Organization. Judging from the role of Non-Governmental Organizations, namely as Expert Advice and Analysis, as Intellectual Competition to Government, as Mobilization of Public Opinion and Representative of the Voiceless, as Service Provision, as Monitoring and Assessment, and as Legitimization of Global Scale Decision Making Mechanism.
