IMPLEMENTASI KEBIJAKAN STANDAR AKUNTANSI PEMERINTAHAN BERBASIS AKRUAL PADA DINAS TENAGA KERJA DAN TRANSMIGRASI PROVINSI SUMATERA SELATAN.
This research is entitled "Implementation of Accrual-Based Government Accounting Standards Policy at the Department of Manpower and Transmigration of South Sumatra Province". The background of this research is that the application of accrual-based accounting standards in the Department of Manpower and Transmigration of South Sumatra Province has not been optimal, with these deficiencies affecting the implementation of policies in accordance with Permendagri No. 64 of 2013. The purpose of this study is to analyze the problems in accrual-based SAP implementation in the Manpower and Transmigration Office of South Sumatra Province. This study uses a qualitative method. This study uses the theory of George Edwards III which is measured in four dimensions, namely Resources, Bureaucratic Structure, Disposition, and Communication. Data collection techniques used are observation, interview, documentation, and literature study. From the results of research and discussion, it is concluded that the dimensions of Resources are quite good, but have 1 deficiency in facilities and infrastructure. In the Disposition dimension, it is quite good because the Head of the Finance Subdivision has selected skilled employees, the Sub-Division Head is also firm in taking action against employees, but is not given work incentives. In terms of the bureaucratic structure, the South Sumatra Manpower and Transmigration Office is still not good enough, because the coordination between fields is always messy and there is no official SOP. In the Communication Dimension, employees are good enough to follow the directions that are ordered. The results of this study recommend that the South Sumatra Manpower and Transmigration Office should improve the facilities and infrastructure available in the office, In each field or work section at the South Sumatra Manpower and Transmigration Office, it is obligatory to coordinate clearly, the Manpower and Transmigration Office must have a clear SOP for preparing financial statements, the Manpower and Transmigration Office must be firm in enforcing penalties, mistakes or violations of any kind must be punished, as well as provide incentives to employees.
