Climate This study discusses the effectiveness of Sweden's Zero Net Greenhouse Gas Emissions by 2045 policy on climate change issues in the first milestones period 2017-2020. In this study, the researcher aims to see how the effectiveness of Sweden's zero net greenhouse gas emissions by 2045 policy on the issue of climate change in the country during the first policy milestones period. The research method used by the researcher is a qualitative method. The data used are secondary data obtained through related research, documentation and official publications on the Swedish government website. The results obtained through the analysis of the concept of effectiveness Budiani (2009: 53) which is shown through four dimensions, namely the accuracy of policy targets, policy socialization, policy objectives, and policy monitoring. Based on these four dimensions and the data obtained, in its application in the dimension of targeting accuracy, this policy shows progress in reducing the country's total level of territorial emissions by 35% compared to 1990. However, the increase has not been sufficient to achieve the targets set for the period milestones in 2020 by 40%. This climate policy framework has contributed to a more coherent policy signal to industry on how to further achieve climate policy goals, and thanks to Sweden's historical experience of good country emission reduction performance, the Swedish public's mindset has become more aware of the importance of working together to achieve the country's climate goals. However, in general, despite the developments that have occurred, Sweden in this regard has failed to achieve the emission target in its first milestone in accordance with what has been set.
