The purpose of this study was to determine the implementation of the physical needs fulfillment program at the Harapan Kita Social Home for the Elderly Social Service of South Sumatra Province. This study used descriptive qualitative method. The data collection techniques used are in-depth interviews, observation, and documentation techniques. The informants of this research were the Head of the Institution, Head of Administration, Head of the Support Section, Coordinator Officer, Elderly at the Harapan Kita Social Institution for the Social Service of South Sumatra Province. The theory used in this study is the theory of the implementation model of George C. Edward III which states that policy implementation can be influenced by 4 factors, namely communication, resources, disposition and bureaucratic structure. The results of this study indicate that the Implementation of the Physical Needs Fulfillment Program at the Harapan Kita Elderly Social Home for the Social Service of South Sumatra Province has not run optimally. (1) communication and coordination have been carried out well and clearly by officers and officers have implemented the program consistently. (2) Resources have not been implemented properly due to the availability of staff at the level of education and expertise in their field, the number of officers is limited and the supporting facilities provided are still lacking so that in daily activities they use existing facilities and infrastructure. (3) The disposition has been carried out well, especially in cognition, direction and response from the implementer, as well as the intensity of the response or implementation response. (4) the bureaucratic structure has been implemented properly in an effort to improve the welfare of neglected elderly people at the Harapan Kita Social Institution for the Social Service of South Sumatra Province
