KEBIJAKAN INDONESIA DALAM NEGOSIASI DISIPLIN SUBSIDI PERIKANAN DI FORUM WTO
Indonesia holds the title as the largest Archipelagic State in the world with abundant fisheries resource potential. Indonesia’s fisheries sector plays a notable role for the nation’s economic growth and its food security. Unfortunately, the fisheries potential has not been fully utilized due to limited insfrastructures, so that there are still considerable numbers of small-scale fishers who are living below the poverty line and need financial support from the government. With the WTO Negotiations on Fisheries Subsidies, Indonesia’s participation can be a policy and a strategy at a time in maintaining Indonesia’s rights as a developing country member. This research aims to explain the factors that affect Indonesia’s policy in WTO Negotiations on Fisheries Subsidies. To find out these factor, this study uses Peter Abell’s rational choice theory. The descriptive qualitative method is applied in this study. The data were collected in the form of primary data through interviews and secondary data that were obtained from written sources in the form of books, journals, research, and documents related to fisheries subsidies. Referring to the theory, it can be concluded that there are several factors that affect Indonesia’s policy such as Indonesia’s domestic and economic conditions, domestic and the WTO structures, and Indonesia’s specific international rights.
