IMPLEMENTASI PROGRAM LAYANAN TAK BOLEH BERHENTI SEKOLAH (POLTABES) MELALUI SEKOLAH FILIAL ANAK JALANAN DAN ANAK PUTUS SEKOLAH DI KOTA PALEMBANG
This study aims to identify and explain the POLTABES program entitled Implementation of the No Stop School Service Program (POLTABES) through the Filial School of Street Children and School Dropouts in Palembang City, which is a breakthrough in inclusive education services in an effort to eradicate dropouts in the city of Palembang, which provides opportunity for all children who are unable to attend school or have been cut off from school to return to school. This type of research uses descriptive qualitative research methods. Types and sources of data used are primary data and secondary data. Data collection techniques used are interviews, observation and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and conclusions. This study uses implementation theory by Grindle (1980) which consists of dimensions of policy content which include influencing interests, types of benefits, degree of desired change, location of decision making, program implementers, resources and policy environment which includes the power of interests and strategies of actors, the characteristics of the governing regime institutions, the level of compliance of the implementing response. The results show that in general POLTABES has been implemented well although there are still several factors that are running but are considered not optimal, namely the degree of change desired is that teachers must be more patient, material resources (infrastructure) are still lacking regarding classrooms and the field, non-material about wifi in schools and free internet assistance for learning at home and the interests, powers and strategies of lack of socialization. This study recommends that teachers should be more patient and understand the behavior of children so that they can be more responsive and change for the better. Infrastructure facilities should be further improved so that the number of registered children can be accommodated and create new fields for filial school students so that they do not join the SKB and provide internet access for students so they can learn online. In the socialization of the Filial School, it should not be confined to just one place. Policy implementers can use school inspectors in each sub-district for socialization to help find students in Filial Schools. Keywords: Implementation, Program, Education, Filial School, POLTABES
