IMPLEMENTASI KEBIJAKAN PERLINDUNGAN DAN PEMENUHAN HAK-HAK ANAK DI PROVINSI SUMATERA SELATAN.
This study aims to determine the implementation of policies for the protection and fulfillment of children's rights in the province of South Sumatra. Obstacles faced in the implementation of the Policy for the Protection and Fulfillment of Children's Rights are still not optimal in terms of commitment, as well as the participation and active role of the implementer in relation to the policy. Not yet optimal cooperation and coordination between the government, community institutions, mass media, and the business world in carrying out policies. The research method used in this study uses qualitative methods. Sources of data obtained in the form of primary data and secondary data, data collection techniques obtained through direct interviews, observation, and documentation. This research refers to the theory of policy implementation model Donald S. Van Meter and Carl E. Van Horn which has six variables, namely Policy Objectives and Targets, Resources, Characteristics of Implementing Agents, Attitudes and Tendencies of Implementers, Inter-Organizational Communication, and Economic, Social Environment. and Politics. The results of the research on the Implementation of Policies for the Protection and Fulfillment of Children's Rights in South Sumatra Province have been carried out quite well, seen from the formation of PATBM (Community Based Integrated Child Protection) and the formation of KLA (Child Friendly Regency/City). However, budget constraints are still found in Regency/City that are lacking in implementing policies and lack of coordination and monitoring between Regency/City to realize the protection and fulfillment of rights.
