The research discusses about protected forest encroachment by society as the farm land with looking at the social control and the obstacles conducted by Service Technical Implementation Unit (UPTD) Forest Cultivation Unit (KPH) on the encroachment of the Palakiah Hill Reg 48 B. The method used is qualitative by descriptive approach. The data collection used observation data, interview determined by purposive sampling, and documentation. The research was analyzed using Soekanto's social control theory. The result of this research shows that social control of Liwa UPTD KPH : (1) Feedforwad control through Citra Satelit, (2) Counseling for the people who encroach on Protected Forests, (3) Patrol within the protected forest area, (4) Liwa UPTD KPH partner, and (5) Giving criminal sanctions. Whereas, the social control obstacles of Liwa UPTD KPH are: (1) Mindset on land status, (2) Differences in interests between groups, (3) Limited facilities and infrastructure, (4) Limited operational fund, and (5) lack of professional staff. In carrying out social control, Liwa UPTD KPH needs to be more organized, especially the schedule for the implementation and the mechanism of social control activities, so that social control activities can be evenly distributed to the community
