This study aims to see the effective of Convention and Protocol on the Status of Refugees as an international regime that handles the problem of international refugees. This study focuses on Turkey’s foreign policy, Open Door Policy as a commitment and effectiveness of the Convention and Protocol on the Status Refugees that accommodate Syrian refugees with the rules that have been applied in the Convention and Protocol on the Status of Refugees. This study is based on international regime theory with the concept of compliance to see the effectiveness of an international regime. This study use descriptive qualitative method to completing this research. This method also help the issues raised in accordance with the data that the authors have collected and elaborated using international relations theory, international regime and compliance theory. The data sources used in this study were obtained from secondary data sources, like from books, journal, related report, legal website, research article, official website. The data collection technique used is library technique. The final result of this study explains that Turkey's Open Door Policy was created as a solution to the Syrian refugee crisis which was made by considering the points and rules in the Convention and Protocol on the Status of Refugees
