This study examines community empowerment efforts through the Kampung Tangguh program (Tangguh Village Program, henceforth TVP) during the COVID-19 pandemic. The purpose of this study was to determine the processes and factors that support and hinder community empowerment through the TVP Program during the COVID-19 pandemic in Seterio Sub-district, Banyuasin Regency. This study uses a descriptive qualitative approach with data collection techniques of observation, interviews and documentation. This study uses the concept of community empowerment process according to Padangaran (2011). The results showed that the community empowerment process through the TVP during the COVID-19 pandemic in Seterio Sub-district, Banyuasin Regency consisted of three main stages. First, providing socialization and counseling. Second, involving the community in the implementation of the TVP and providing seed plants. Third, providing opportunities for the community to implement various movements in their respective homes. The supporting factors found were the existence of a family attitude and mutual help between members of the Farmer Group and the PKK (Family Welfare Empowerment, an organization at a sub-district or village level with a focus on empowering and educating women), the participation of members of the Farmer Group and the PKK, the community being open to new things, and the availability of potential natural resources. A number of inhibiting factors were identified, namely the irregular schedule of the Farmer Group and the PKK meetings, the lazy nature of the members of the Farmer Group and the PKK, the lack of socialization of the TVP, the budget that only came from self-help funds, and the obstacles faced by the community when implementing the movement.
