Japan is one of the countries that has succeeded in promoting culture. Indonesian people are very familiar with Japanese culture, but the Japanese people are not. Therefore, Dinas Kebudayaan dan Pariwisata Provinsi Sumatera Selatan carried out cultural promotions at festivals organized by the Japanese, namely the Hiroshima Flower Festival and Hakata Dontaku Festival. In this study, researcher wanted to see how the cultural promotion was carried out by Dinas Kebudayaan dan Pariwisata Provinsi Sumatera Selatan at the two festivals and whether the purpose of the cultural promotion was successful. This research uses the concepts of diplomacy and cultural diplomacy. In this research, researcher use qualitative research methods and exploratory research type. The results of this study indicate that cultural diplomacy carried out by Dinas Kebudayaan dan Pariwisata Provinsi Sumatera Selatan was successful, because many Japanese people and people from other countries who participated in the two festivals became acquainted with South Sumatran culture. They are also interested in the culture of South Sumatra. Furthermore, Dinas Kebudayaan dan Pariwisata Provinsi Sumatera Selatan will continue to carry out cultural promotions, including the promotion of leading tourism destinations.
