IMPLEMENTASI KERJASAMA DIREKTORAT JENDERAL BEA DAN CUKAI DENGAN SINGAPORE POLICE COAST GUARD DALAM MENANGGULANGI SMUGGLING DI PERBATASAN PERAIRAN INDONESIA-SINGAPURA (STUDI KASUS: SELAT SINGAPURA)
Smuggling is part of transnational crime and very serious problems, because it can threaten state security and stability of an economy country. Indonesia and Singapore are geographically close to the border area in the Singapore Strait which is accompanied by dense mobility as international trade routes. So that it becomes an easy target for smugglers. It can be seen that there are still rampant cases of smuggling in border areas. Therefore, came an initiative of bilateral cooperation between Indonesia and Singapore through the agencies from two countries, between Directorate General of Customs and Excise (DJBC) and Singapore Police Coast Guard (SPCG). This collaboration was inaugurated on February 3, 2020 with the signing of a Memorandum of Understanding. This study aims to determine the implementation of cooperation between the two parties in handling smuggling cases in the territorial waters of two countries, especially in the Singapore Strait in 2020-2022. The theory used by the author in this study is the theory of international cooperation, in terms of three dimensions: (a) Participation, (b) Legalization, (c) Substantive Content. Then, the research method used by the author is descriptive qualitative method which has the aim of describing facts from the research results through words. The data presented by the author in this study of secondary data is library research and primary data through interviews from several sources. This results of this study to show implementation success from cooperation between Directorate General of Customs and Excise and Singapore Police Coast Guard after two years following four strategies from Memorandum of Understanding, such as: Information Exchange, Rendezvous at Sea, Bilateral Meeting, and Coordinated Patrol.
