The background of this research is As it is known that Indonesia has a very large area, so that Indonesia has economic potential both biological and non-biological in the maritime sector. Almost 65% of Indonesia's population lives in coastal and marine areas. Therefore, the marine sector must be maintained and developed for the prosperity of the country. One type of fishery resource that has great potential in Indonesia isTuna. The data shows the value of the second largest export commodity for fisheries in Indonesia is Tuna, Skipjack, Mackerel. This study was made to determine the effectiveness of the Indian Ocean Tuna Commission (IOTC) in improving the sustainability of tuna capture fisheries in Indonesia. The author uses the theory of Regime Effectiveness to find out about how the effectiveness of IOTC in improving Tuna capture fisheries in Indonesia. This research will use a qualitative research method approach with a descriptive type of research. And the data sources that will be taken in this study are secondary data, the author will obtain data through references in the form of literature, journals, and pre-existing research results related to the title of this study. The results of the research are as follows: (1)In its formation, IOTC has a formation agreement, the agreement is the Agreement For The Establishment Of The Indian Ocean Tuna Commission with the aim of ensuring the conservation of tuna and tuna-like species in the Indian Ocean and promoting their optimal use, and the development of sustainable fisheries. (2) Indonesia has ratified the Agreement for the establishment of the Indian Ocean Tuna Commission through Presidential Regulation number 9 of 2007 concerning the ratification of the agreement. (3) The existence of IOTC makes Indonesia able to show a better direction in the effectiveness of sustainable tuna fishing. This is balanced with Indonesia's behavioral change in synchronization between international law and applicable national law. (4) Indonesia's ratification of the IOTC convention directly or indirectly has various implications. The implications that arise as a consequence of Indonesia's membership, have an impact on the management of the use of tuna fisheries in a better direction.
