This study examines the role of the International Committee of the Red Cross (ICRC) in handling Covid-19 in detention facilities. The ICRC was originally formed to assist wounded soldiers on the battlefield, but its scope of operations expanded to disaster relief. The problem in this research is how the ICRC handles covid-19 which is not regulated in the Geneva convention of 1949. The approach method used in this research is normative juridical. The types and sources of law used in this research are primary, secondary and tertiary legal materials. The technique of drawing conclusions in this study uses deductive reasoning techniques. The findings of this study are that the Geneva Conventions have not explicitly regulated the handling of outbreaks during conflict periods/regions, especially during the COVID-19 pandemic, but this convention has regulated various steps for dealing with infectious diseases. The conclusion of this study that the ICRC in dealing with the spread of COVID-19 supports vital health infrastructure, prevents the spread of disease in places of detention, ensures public access to clean water and promotes good hygiene practices, the ICRC prevents excessive suffering by declaring International Humanitarian Law and Human Rights Law. International Human Rights in particular the fundamental rules governing the protection of victims in situtations of violence
