This study is entitled ”The Implementation of Retribution Policy for Sea, River and Crossing Transportation Services at the Palembang City Transportation Service”, The research is motivated by the fact that the retribution target to be achieved has not been achieved. As for the problems and obstacles that caused the retribution target not to be achieved, there is still no strong legal basis for collecting levies for signage services and escorting coal barges. This study aims to analyze the implementation of the sea, river and ferry service levy policy implementation at the Palembang City Transportation Service. The method that is used in this research is a qualitative descriptive. This study uses the Implementation Theory of Van Horn and Van Meter based on six variables: standards and policy objectives, resources, characteristics of implementing organizations, communication between related organizations, attitudes of implementers, and social, economic, and political environment. The results of this study indicate that it has not been implemented properly, it can be seen that this policy has not yet achieved the target of retribution realization to be achieved, there is still a lack of adequate human resources and facilities that still need improvement. Suggestions recommended in this study are to increase the acceptance of retribution for sea, river and ferry services by maximizing all existing components according to ability without reducing the quality of levies at the Palembang City Transportation Service and conducting supervision and control in the field in receiving ASDP retribution rates so that maximally it can see the significant development of retribution rates from year to year.
