Indonesia as one of the developing countries that still desperately needs infrastructure development for the nation and its people. Infrastructure development has a very important role for national progress, there are at least 3 important roles, namely: a) increasing state income, b) providing employment, and c) increasing state infrastructure facilities. The availability of good infrastructure in Indonesia, especially in the port sector, is in fact still not able to be developed optimally, there are several things that affect performance in the field of port infrastructure development in Indonesia, including the competitiveness of ports in Indonesia which is still relatively low and requires very large costs, to build and develop its ports, Indonesia cooperates with China. Therefore, this study aims to get an overview of the cooperation process carried out between Indonesia and China in overcoming the problems faced by the Kuala Tanjung port in Indonesia in order to develop the port's performance to become an international port for the western part of Indonesia and find out the implementation of the cooperation carried out by the two countries. There is an approach used in this research, namely the concept of international cooperation belonging to K.J Holsti, which refers to activities that cross national borders. Meanwhile, the method in this research is a qualitative method. The results of this collaboration show that the cooperation between Indonesia and China in developing the construction of Kuala Tanjung port infrastructure in Indonesia, namely through the Belt and Road Initiative (BRI) includes shipping carried out by the Port of Ningbo China; exchange of information; and implementation of activities. then through the signing of the Head of Agreement and building a copper smelter in an industrial area that is integrated with the port.
