This research was motivated by a strategic program from the Ministry of Youth and Sports which was handed down to the Department of Youth and Sports. The Inter-State Youth Exchange Program is one of the flagship programs that is always launched and carried out by the Youth and Sports Office of South Sumatra Province every year. In 2021, after the covid-19 pandemic ended, the Inter-Country Youth Exchange program was again carried out but using an online / online system. The theory used refers to one expert, namely Adam Smith, where the bottom-up model policy here is the author's research using informants to the participants from the Inter-State Youth Exchange and related Institutions and Implementing Agencies. This study uses a qualitative descriptive method with data collection techniques consisting of interviews, observations, and documentation. The results of this study indicate that the factors that cause the poor implementation of this program are external environmental factors, namely the covid�19 pandemic which requires that the candidate participants who pass are carried out online/online, and the dissemination of communication information from the implementing agency is still not good in the realm of information dissemination. to districts in the province of South Sumatra. The suggestion for this research is that related institutions should be more active in the process of disseminating information with relevant stakeholders, as well as increasing the quota of participants who will be dispatched in the future and carried out again offline
