The United States began its involvement in the war in Afghanistan during the George W.Bush Administration in an effort to punish Osama Bin Laden who was accused of being the mastermind of the 9/11 events, as well as fighting the Taliban who were considered part of the terrorists because they provided protection for Osama and his organization, Al-Qaeda. After the assassination of Osama Bin Laden during the Obama Administration, the discourse of troop withdrawal began to emerge. However, until the Donald Trump Administration, the troop withdrawal plan was never fully realized until in the end the United States managed to withdraw its troops from Afghanistan under the Joe Biden administration. This study aims to find out the factors that determine the formation of the United States troop withdrawal policy from Afghanistan under the Joe Biden Administration. This research is an explanatory research through literature study using secondary data. This study uses the concept of "Foreign Policy Determining Factors" by Prof. Dr. Withdraw OGUZLU. There are three determining factors that influence a country's foreign policy, namely individual, internal, and external. The research conducted by the author found that the factors associated with individual Joe Biden as president of the United States who have the power to shape a foreign policy such as attribution bias and cognitive dissonance affect the making of United States foreign policy. In addition, the influence of interest groups and public opinion as well as the dynamics of the international system will determine the formation of the policy of withdrawing US troops from Afghanistan under the Joe Biden administration.
