WILLINGNESS TO PAY IURAN JAMINAN KESEHATAN NASIONAL SEGMEN PBPU DI KECAMATAN PRABUMULIH SELATAN
The National Health Insurance Program (JKN) can be the right health insurance for informal sector workers in order to reduce the risk of the community bearing health costs at their own expense (out of pocket). An increase in JKN contributions can further reduce the willingness to pay community contributions, especially for informal sector workers who do not have a fixed income. This study aims to analyze the willingness to pay for JKN contributions in the PBPU segment in Prabumulih Selatan District in order to identify groups of people who need government subsidies. This type of research is a quantitative research with a cross sectional design with purposive sampling sampling technique to the population, namely all JKN participants in the PBPU segment in Prabumulih Selatan District and a total sample of 115 people who live in Prabumulih Selatan District with the characteristics of JKN participants in the PBPU segment, working in informal sector, and have experienced or are in arrears in payment of contributions for a maximum of 6 months. This research uses chi square test and Contingent Valuation Method (CVM). The results showed that most of the respondents (64.3%) were willing to pay JKN contributions according to the selected treatment class with an average estimated value in class 1 of Rp93.333, in class 2 of Rp61.481 and in class 3 of Rp21.835. There is a significant relationship between education (p value = 0.012), income (p value = 0.003), and knowledge (p value = 0.000) on willingness to pay JKN contributions in the PBPU segment in Prabumulih Selatan District.Willingness to pay JKN contributions to PBPU increased at the level of education SMA, income level ≥ IDR 3,150,000 and good knowledge of the JKN program. However, there is no relationship between the variables of history of catastrophic disease, accessibility and health services on willingness to pay JKN contributions in the PBPU segment in Prabumulih District. Cross-sectoral socialization regarding the JKN program is needed to increase awareness and willingness to pay community contributions, and it is necessary to collect data on independent participants who are unable to pay contributions in order to become PBI.
