Tanjung Batu Public Health Center is an inpatient health center that implements a program to countermeasures with cases of malnutrition. During the COVID-19 period, in 2020 there were 31 cases of malnutrition and an increase in 2021 by 32 cases. This study aims to analyze the implementation of the program to control cases of malnutrition in children under fifth at the Tanjung Batu Health Center during the COVID-19 period. This study used a qualitative method with a descriptive approach based on Easton's (1972) model using in-depth interviews, observation, and document review with interactive analysis. There were 9 informants, namely 5 key informants and 4 supporting informants. The results of the research on input, namely human resources and infrastructure had met but the funding was not sufficient. In the process of implementing programs such as early tracking, understanding of nutrition, monitoring growth and development, and PMT for toddlers, the routine activities had been carried out well, but the TFC formation program has not been implemented. Lastly, the output in cases of malnutrition for children under fifth years old has increased during COVID-19 due to several obstacles. In conclusion, the program for overcoming cases of malnutrition has been implemented according to the pocket book of the Ministry of Health, although the program for establishing the TFC has not been implemented. Researchers suggested that it was better to hold a lot of training for human resources, form a special team to overcome malnutrition, calibrate facilities and infrastructure, seek funds when posyandu outside the puskesmas program, and immediately establish a TFC.
