This study is intended to examine Indonesia's compliance towards International labour organization in Convention No. 102 concerning the minimum standard of social assurance for workers. In current circumstances, the implementation of policies into domestic regulationsare still having problems and obstacles in way toregulatingthe regulations and social assurance policies which takes a lot of time, as well as the lack of information obtained by the workers related to social assurance for workers. In this case, it has an impact upon the ignorance of workers in taking part as the social assurance participants of BPJS Ketenagakerjaan based on the assumption that the dues of BPJS participant are likely to be high. This research is examined using the concept of regime compliance. The type of research that the author uses is qualitative research with the data which can be obtained by doing literature study through books, previous journals, reports and relevant official websites. The results of this study shows how to perceive the compliance of a nation that should fulfill the indicators such as output, outcomes and impact. When these indicators are met, it will indicate the level of Indonesia’s compliance towards the international labour organization is at a passive compliance level which can be seen from how Indonesia undergoing the joint commitments related to the minimum standards of social assurance based on ILO Convention No. 102 into domestic regulations. However, it has not yet brought changes that indicate the success of the regulation. This causes Indonesia to be at the level of passive compliance. It can be seen from the regulations that are too slow in implementing the policy to expand the reach of social assurance programs for informal workers, as well as the problems that come from participants or informal workers.
