This research was initiated by the change in the service system due to the Covid-19 pandemic at the Population and Civil Registration Service (Disdukcapil) of Palembang City. This research aims to determine performance of the implementation of the Issuance Policy of Death Certificate during the Covid-19 Pandemic of Palembang City. This study analyzed using a policy implementation theory based on the Van Meter and Van Horn model which consists of 6 dimensions, namely Policy Standards and Targets, Resources, Communication, Characteristics of the Implementing Agency, Economic, Social and Political Conditions and Attitude of Implementer. The method used in this study is qualitative descriptive. Data collection techniques used are interviews, documentation and observation. The results of this study indicate that the implementation of the Issuance Policy of Death Certificate during the COVID-19 pandemic has run pretty well, but several indicators have not been met. As for suggestions in this study, it is hoped that the Disdukcapil of Palembang City will improve its facilities, both tools and networks, conduct more socialization to the community and supervise indicators that have not run optimally.
