UPAYA DIPLOMASI KOMERSIAL INDONESIA DALAM RANGKA MENARIK FOREIGN DIRECT INVESTMENT (FDI) DI SEKTOR E-COMMERCE TAHUN 2016-2019
This study aims to explain how the commercial diplomacy efforts carried out by the Indonesian government in order to attract Foreign Direct Investment (FDI) in the e-commerce sector in 2016-2019 . This research itself uses the conceptual framework of commercial diplomacy proposed by Evan Potter (2004) through two dimensional shape that is government interests (Intelligence, Networking and public relations, Contract negotiator of implementation , and Problem solving) and interests business (Trade Promotion, Promotion of FDIs, Cooperation in science and technology, Promotion of Tourism and Advocacy for national business community). This study uses a descriptive qualitative research method with data collection techniques obtained through interviews with resource persons and documentation from various reference sources. The results of this study indicate that the commercial diplomacy efforts carried out by the government in attracting Foreign Direct Investment (FDI) in the e - commerce sector are carried out through policy reforms with the opening of foreign investment taps in Presidential Regulation No. 44 of 2016, forming an e-commerce roadmap contained in the Presidential Regulation. No. 74 of 2017, promoting FDI through the Indonesia Business Forum Shanghai in 2016 , visit business at the Nexticorn Excellency Tokyo forum in 2018 and facilitated startup companies and investors in the 2019 Regional Investment Forum (RIF) . activity what the government does based on the concept of commercial diplomacy put forward by Evan Potter in form interest government there are four activities namely Intelligence, Networking and Public relations, Contract negotiator of implementation and problem solving, whereas dimensions interest business there is two activity namely Promotion FDIs and Advocacy for national business community. While the activities of Trade Promotion , Cooperation in Science & technology, Promotion of Tourism no run because no relevant in study this.
