This research is entitled Implementation of E-Government Policy on Civil Servants (PNS) at the Ministry of Religion of Ogan Ilir Regency. This research is in the background of the obligation of all employees to use the SI-EKA application in making performance reports, but the facts in the field are still found some employees related to the use of the application, so that employees are late in collecting performance reports and find employees who fill out daily reports manually. The purpose of this study was to find out how the implementation of E-Government Policy for Civil Servants (PNS) at the Ministry of Religion of Ogan Ilir Regency, especially in the application of the ASN Performance Electronic Information System of the Ministry of Religion of the Republic of Indonesia (SI-EKA). This study uses the theory of George C Edward III with the dimensions of communication, resources, disposition and structure of employees. The research method used is descriptive qualitative and research data sourced from informants, documentation, literature studies and legislation. The technique used in determining the information is purposive sampling technique with data collection techniques through observation, in-depth interviews and documentation. The results showed that the implementation of E-Government policies related to the SI-EKA application for civil servants at the Ministry of Religion of Ogan Ilir Regency was considered ineffective, this was caused by several factors that influenced it. Namely, there is still a lack of socialization regarding the use of applications, implementers who have not implemented policies on the rules, and the ineffectiveness of delivering information through WhatsApp Groups. And there is no SOP that regulates running this application. The suggestions recommended by the author for this research are to give warnings to implementing actors, by conducting direct evaluations, conducting outreach to all employees who do not understand SI-EKA such as directly, distributing pamphlets that are easily understood by employees on social media, and making SOPs as guidelines. for implementers in implementing their policies.
