This research aims to find out how the implementation factors influence the policy implementation through ball pick -up for the administration of electronic residential identity card recording for disabilities at City Population and Civil Registration Office in Palembang. The background of this research because there are imbalance in the distribution of electronic residential identity card for people with disabilities in the city of Palembang with the total policy of picking up and taking electronic residential identity card recordings for people with disabilities over the last three years and it is possible will increase every year. This research uses the implementation theory of Edward III which consists of four dimensions, such as resources, communication, disposition and bureaucratic structure. The research method used is a qualitative research method with data collection techniques, documentation and interviews. From the results of the research, it was concluded that the implementation of the administrative pick-up for the electronic residential identity card recording for disabilities was quite good, but problems were found related to the incompleteness of one of the id card printer facilities which became one of the important components so that it could not be completed on the same day. This also affects the data collection of identity ownership of persons with disabilities for the acceleration of residence documents. The results of this researh recommend that City Population and Civil Registration Office should improve performance both in quality and quantity in terms of supporting data collection electronic residential identity card for persons with disabilities, in addition the Palembang City Population and Civil Registration Service should carry out periodic monitoring to check whether the implementation has been completed according to applicable procedures.
